About the kitchen certification, I've researched this rather extensively and have found that there is no way around a certification from the Mult. Co. Health Department for a TEMPORARY KITCHEN LICENSE. It's not cheap ($160/30 days), but it is pretty straight-forward. In case you or your friend are interested in looking into it, I am sending you the link to the counties info about the license. Also, I have called the number listed on the site and have had all of my extraneous questions answered that way.
